I've been waiting for this building for a long time now. Ever since MR3 was announce, we knew that not all outposts will not be able to generate resources. Only special kinds of outposts are allowed to produce resources.
What We Know
Resource Producing Cells or Resource Outposts will basically have this building. It will obviously generate all resources at once and that is its main function. The amount of resources it produces is still unknown but chance are it will also depend on the level of the base that you're taking over. This resource outposts will be owned by Wild Monsters first. So you basically have to take them over. And to add more defenses to Resource Producing Cells you basically have to capture the Defender Cells (the hexes that surrounds resource producing cells). They can only be attacked by a loot-o-tron 5000. When attacking a resource outpost, monsters will attack its defenses and will just avoid the resource building itself.

Expands your Resource capacity and automatically banks Outpost Resources
Increase Resource Capacity in Main Yard based on their level
Resource Outposts will also increase your free attack range.
